Health Savings Accounts (HSAs) and Health Reimbursement Arrangements (HRAs) are both pre-tax accounts that can help employees pay for medical expenses.
Who is Eligible for the Health Savings Account (HSA)?
Active employees enrolled in the Consumer Driven Health Plan (CDHP) that:
1. Do not have other medical coverage unless that coverage is also an IRS qualified high deductible health plan;
2. Are not enrolled in a Medical Flexible Spending Account (Limited Purpose and Dependent Care FSAs are okay) or an HRA; and,
3. Are not claimed on someone else's tax return (this excludes joint returns with a spouse).
Who is Eligible for the Health Reimbursement Arrangement (HRA)?
Active employees enrolled in the CDHP who are ineligible for the HSA, retirees enrolled in the CDHP, and State active employees enrolled in any PEBP sponsored plan that were actively enrolled in PEBP coverage during plan year 2024 and 2025.
